We Cannot Allow Gov. Ed Panlilio to Fail! Join the Petition Against his Recall!

Last week, an initiative to recall Gov. Eddie Panlilio of Pampanga was started by people closely affiliated with Lilia Pineda, the gubernatorial candidate that Gov. Panlilio defeated and wife of alleged jueteng lord Bong Pineda. Their main aim is to be able to gather at least 100,000 signatures from registered voters in Pampanga so that they can remove Gov. Panlilio from his position through a recall election before 2010. If you will recall, just last month, Gov. Panlilio courageously filed plunder charges against Bong Pineda for his alleged involvement in jueteng operations and payoffs in Pampanga.
If they succeed in doing this, we can expect that Pampanga will once again go back to the dark ages of patronage politics that has led to the propagation of graft and corruption and illegal gambling activities. More importantly, this will be a huge step backward for our country as a whole since all of us were witnesses to how people power prevailed over traditional politicians in Pampanga during the last May 2007 elections.
We cannot just sit back, relax and allow a good and upright Filipino leader to fail. We cannot allow evil to ultimately prevail. We cannot allow Gov. Eddie Panlilio to be recalled. We cannot allow politicians with vested interests to once again rule in Pampanga. Gov. Panlilio needs us now! Support Gov. Kaya Natin! Statement on the Recall Movement of Gov. Eddie Panlilio (Pampanga)
We, the founding members of Kaya Natin! A Movement for Genuine Change and Ethical Leadership strongly oppose the move to recall Governor Eddie Panlilio of Pampanga. We believe that this attempt to recall him is politically motivated and would only serve to benefit the vested interests of a few politicians in Pampanga. While we are aware that there are escalating problems in Pampanga such as the continuing conflict between Gov. Panlilio and the Provincial Board, the unresolved issue on the striking BALAS Quarry Workers and the calls for the resignation of the current Provincial Administrator, among others, we believe that a genuine effort to resolve them will be more beneficial to the Kapampangans than a political exercise the will further polarize and divide the community. We also recognize that there are members of the civil society, church groups, business organizations and supporters of Gov. Panlilio that have expressed disappointment with his performance during the past year. Thus, while we continue to support Gov. Panlilio's crusade to promote good governance in his province, we also believe that he should listen to the voices of these groups and work at immediately addressing and resolving these growing concerns in order for him to become a more effective governor. As current local government leaders, we believe that all these issues arise as a result of the changes and reforms being implemented in the province. Reforms do not come easy. It requires continuing engagements between the provincial leadership and the other stakeholders in the locality. We do believe that given time, Governor Panlilio's initiatives will ultimately result to better delivery of basic services to his constituents. In light of all these, we urge the people of Pampanga not to support the recall initiative. We ask the Kapampangans to give Governor Panlilio a chance to fully serve his term and continue the reforms that he has began. Moreover, we ask all Kapampangans to be patient with Governor Panlilio because we believe that despite the current situation, he is at the moment still the best person who can govern the province in an effective and ethical manner. Should there be a need, the members of Kaya Natin are willing to help organize and/or facilitate a dialogue between Governor Panlilio and disgruntled members of the civil society, business groups, people's organizations and his former supporters in Pampanga. Finally, we sincerely hope that this movement to recall Gov. Panlilio will be put to rest at the soonest possible time so that we can unite towards working for a better Pampanga and ultimately, a better Philippines.

RECALL FEVER
According to Mr. Rosve Henson, president of Kapanalig at Kambilan ning Memalen Pampanga Inc. (KAMBILAN), that they aim to gather the 100,000 or 10% signatures requirements of the total number of registered in voters in Pampanga in the last May 2007 elections.
Kambilan leader also stated that Among Ed Panlilio violated the provision of the Civil Service Law; Anti-Graft and Corrupt Practices Act; Republic Act No. 6713, or Code of Conduct and Ethical Standards for Public Officials and Employees and Grave Misconduct in Office.
Who consists of Kambilan? Mr. Rosve Henson, leader of the said group was a former member of the Sangguniang Panlalawigan of Pampanga and a known supporter of 2007 Pampanga Gubernatorial Candidate Mrs. Lilia "Baby" Pineda. Henson cleared that the groups move is not to seat his former candidate but only give Pampanga a better government.
The group's profile is similar to the other civil society organizations in Pampanga. whereas, they are non-stock and non-profit, members are from the different sectors and registered in the Securities and Exchange Commission or SEC.
How about other civil society reactions from this RECALL move? KASAUP, a civil society organization consisting of 17 Municipal organizations upto the barangay and grassroots level remains its stand to support the incumbent elected leader Gov. Ed Panlilio and NO to RECALL.
Kapampangan Coalition Inc.'s (KCI) president Fr. Resty Lumanlan, SVD is also rejecting the Recall move, he said that it is not timely and it is a waste of time and money. Kapampangan Marangal Inc. (KMI), the civil society group who pushed priest turned politician Ed Panlilio to run for office also rejects the recall move and even the protesting B.A.L.A.S BOYS are not calling for recall or resignation of the governor. KMI, KCI and protesting B.A.L.A.S calls for Provincial Administrator Atty. Dabu's resignation.
If we would remember during Mr. Rosve Henson's interview, he said that the recall is timely because even Among Ed supporters lost their confidence with his leadership. True that there are issues wherein friends and families sometimes do not meet on the same page but this doesnt necessarily mean that we abandon them.
Pampanga Mayor's League spokesperson Candaba Mayor Jerry Pelayo believes that a recall is indeed a need for Pampanga. He also said that he would help to gather the required signatures in two weeks time, the 2 months target of KAMBILAN is too long. Meanwhile, Mayor Oscar Rodriguez of the City of San Fernando rejects the petition.
There is a need for the unity of Kapampangans in the province. We all know that the support for the programs of the Executive from the Legislative and Municipalities are not that effective and efficient. Indeed there are issues concerned that prevent them to work together on the same level.
These politicians should remember that the people who voted for them as Mayors, as BoardMembers and as Governor of the province of Pampanga are the same. They SHOULD respect the mandate of the Kapampangans.
These so-called leaders were elected to serve their constituency and not to be served. They SHOULD not speak for themselves but for the people concerned/affected. To be a good leader, you need to be a good listener. What do my people need? What do they want? What should i do for them? It's not what you want for them but its what the people really need. If it's RECALL that they want, let us respect it but if people REJECTS this call, let us move forward for a better Pampanga.

CITY OF SAN FERNANDO -- A leader of the protesting members of Biyaya A Luluguran at Sisikapan (Balas) on Thursday clarified that "Governor Ed Panlilio is still their governor and symbol of change.
" This statement was made to correct, if not to back off, an earlier statement made by some former Balas members calling for Panlilio's resignation during a meeting with Vice-Governor Yeng Guiao last Tuesday afternoon.
Protesting Balas Boys leader Fil Rodriguez said the group has yet to release an official statement regarding the issue. Rodriguez said that the objective of the "courtesy call" made by Edu de Leon and nine other Balas Boys was merely to inform the vice governor of their plan of action -- which is to call for Panlilio's resignation -- should their projected deadline for a resolution of their appeals expire.
They did not disclose the exact date and time of the deadline though de Leon hinted it is supposed to be within the week. The Balas protest is now on its 11th day.
Rodriguez, deluged with phone calls and text messages from supporters reacting to Wednesday's Sun.Star Pampanga's banner story, said the group's meeting with Guiao "should not be viewed as an expression of our official stand."
"We will at the moment, stick to our current position on our two demands, that is, for them (Panlilio and Dabu) to abide by the terms of our dialogue held at the Social Action Center of Pampanga and for the resignation of Provincial Administrator Vivian Dabu," he said.
Rodriguez admitted that they are in no position to call for the governor's resignation and that in fact, they "still hold the governor in high esteem, a man we look up to as a herald of hope and change for the province."
He said leaders of the group and representatives from civil society were set to meet on Thursday afternoon to clarify the issue and finalize their position regarding the governor.
Rodriguez stressed that they have not decided to call for the resignation of Panlilio. "We are not calling for the resignation of the governor; we stand by our call for the resignation of provincial administrator Vivian Dabu."
Rodriguez and other leaders of the protesting Balas Boys said they are still hoping for reforms to be initiated by Panlilio. They said some Balas members might have just issued their personal view on the possible call for the resignation of Panlilio but this, they said, is not necessarily shared by all the picketing Balas Boys.
"So far it is only Dabu we want out of the Capitol," Rodriguez clarified, adding that if there will be a need to call for the resignation of Panlilio, they will decide as a group.
Sun.Star Pampanga also tried to get the stand of the group regarding the recall initiative launched by a group that calls itself Kambilan.
Asked if they will support the recall, Rodriguez said: "The recall is a totally different issue; we will stick to our original issues."
He said they would have to meet as group before issuing any statement on the matter of the recall move. The Balas members said they will continue to hold their picket until the governor hears their grievances.

“The province had 997,000 registered voters in the 2007 elections so we need that number of signatures to muster the 10 percent required by the law” Henson said.
His gross violation of pertinent provisions of the Civil Service Law, the Anti-Graft and Corrupt Practices Act, Republic Act No. 6713, otherwise known as Code of Conduct and Ethical Standards for Public Officials and Employees and for Grave Misconduct in Office were mentioned as among the grounds for the petition against the Panlilio.
“As a premier province, Pampanga has the right to have the best government and let us give this to our mother province,” Henson said.
Henson described Kambilan as a non-profit and non-stock organization formed by former members of local government units and representatives from the business community and the Church.
The group was founded and registered in the Securities and Exchange Commission (SEC) last July.
Panlilio had earlier dismissed recall initiatives against him, saying they are part of living in a “free country.”

Groups meet with PB on Capitol issues

CITY OF SAN FERNANDO -- Taking their advocacy for "good governance"to a whole new level, some disenchanted civil society group leaders met with theProvincial Board (PB) on Tuesday to discuss pressing issues in the Capitol. While the members of the Biyaya A Luluguran at Sisikapan (Balas) were holdingtheir rally in front of the Capitol grounds, some civil society groups werediscussing important issues with the PB at the session hall. Visit the Beijing Olympics 2008 blog Leaders and some members of Kapampangan Marangal Incorporated (KMI),Kapampangan Coalition Incorporated (KCI), Couples for Christ (CFC), and Advocacyfor the Development of Central Luzon (ADCL) tried to thresh out pressing issuesin the Provincial Capitol that Pampanga Governor Eddie Panlilio has not yetsettled with the PB. The dialogue between the PB and civil society groups revolved around the issuesof the salaries of Balas employees, scholarship, and automation of quarry taxcollection. Items discussed included the designation of the Arnedo Park as a freedom park,supplemental budget for the salaries of Balas members, special session, and thepossible cooperation between the PB and civil society groups. Accomplishing what Panlilio seemed to have failed to accomplish with the PB,the civil society groups were able to create a partnership with the PB. Theyalso proposed the passage of the resolution for a six-month salary program forBalas and the automation of the quarry collection. "We would like to give the drafting of these resolutions to civil societyand we would consider them immediately as soon as they are accomplished,"PB presiding officer Vice Governor Joseller "Yeng" Guiao said. The PB and civil society groups also discussed major issues about theimprovement of funds and protocol in the provincial capitol. KMI's Averell Laquindanum, spokesperson of civil society groups, met with the PB to get a deeper understanding on the workings and problems at theCapitol. "Admittedly, there is a breakdown of communication between the twobranches (of the Provincial Government)," he said. Laquindanum clarified that they met with the PB to advance the advocacies ofgood governance and responsible citizenship. Some civil society group membersexpressed their dissatisfaction with Panlilio's performance by taking turnsin airing their concerns and grievances during the dialogue. Guaio, meanwhile, lauded the civil society groups for going to the PB sessionhall for the dialogue.

BALAS - THE OTHER SIDE

THE recent Dialogue between Pampanga Governor Ed Panlilio and Vice Governor Guiao, also presiding officer of the Provincial Board (PB), has not spawned understanding and goodwill. Rather it brought forth a poisoned fruit. During the televised confrontation, Panlilio brought out his concerns to Guiao. One of these is the urgent matter of a supplemental budget to pay the Balas (quarry task force) workers who are not in the regular budget. Visit the Beijing Olympics 2008 blog The PB has recently turned down the governor's request for a special session, the urgency of which Guiao had already known and clearly understood. He even encouraged Panlilio to seek support as he needed. For a reason as flimsy as a burlesque dancer's gown, the PB rejected Panlilio's request for having failed "to fully impress the reason for the need of a special session." This is pure and plain harassment, a gross obstructionism and an act of downright belligerence. While the presiding officer was on leave, his hit man did the works. Panlilio had spent great efforts explaining during the dialogue his priority concern of having funds appropriated for the Balas personnel. That the governor's quarry revenue collections are a record high is a singular achievement which made him famous far and wide. The board members do not share that pride, apparently resenting a remarkable feat. This has been the Gov's redeeming value despite his failures in other political and management aspects. What our Cabalen admire about Panlilio is his honesty. Unless he absconds with government money or display wasteful and frivolous extravagance of provincial funds, he remains a hero in the eyes of most Pampangos. Thievery and corruption is rampant enough. When a public official proves himself to the contrary, he gets widespread admiration and silent support from the public at large. A leader of this mould would be difficult to beat in an election. But there are underworld denizens who hate honest people. Panlilio thus becomes a "Public Enemy No.1" of the PB led by Guiao. Why should the Board, indeed, pass and approve urgent and necessary funding requirements for worthy projects of Panlilio when by doing this will enable him to implement his agenda for governance? Being in a state of "belligerence", Panlilio should understand the overt hostility. Even before he takes the first move to ask for the PB's speedy action and favorable support to his program, he is already "dead meat" Pampanga is the pitiful loser in this Capitol war. Panlilio is not the loser as he gains people's sympathy for the ordeals he has been subjected to. The people cannot be fooled by the board members' conspiracy, disguised as legislative wisdom, against the priest on leave. The PB wanted to know the urgency of Panlilio's request, and the specific items he wanted to be funded. The members know what the Governor needs and requires. This is not a complicated matter to apprehend unless a deliberate sabotage is intended. The truth is they wanted Panlilio to come on bended knees and pass though the eye of the council needle. What the governor should do is wage an education-information campaign and get his message beamed to the breadth and length of the province. Let the people decide who is the villain in this continuing saga. The people would not find it hard to understand what is happening. Among Ed will be in his elements doing that. As a preacher, he can spread his gospel to the villages where simple minds do not differentiate between "urgent" and "necessary." Provided that he does not steal from the people's money; providing further, that he stays a bachelor if not celibate, he would be well on his way to a second term. He would even pass a Recall election, which I support so that our people may sell their votes and buy some rice and canned goods from the proceeds. After all "rights" can be put under negotiation or paid for including compensation for human rights, bill of rights, right-of-way including their right to vote. As we are told, nothing is free in this world. People should profit from their labor and sweat, why not earn honest money by selling their votes? Diogenes roamed the streets of Athens with a lighted lamp day and night looking for an honest man. There is one such person in Pampanga, one who refuses to prostitute his office in the name of "good" politics. The more the council people make a martyr of him by their insult, discourtesy, obstructionism and open hostility, the stronger the people will support Panlilio. Ironically, Guiao and company are making him bigger than he really is by cutting him down to size. KASAUP ( KING BAYUNG PAMPANGA )
KASAUP is an organization of volunteers to the advocacy of Good Governance and Responsible Citizenship in Pampanga. The core members of KASAUP are the municipal coordinators of Kapampangan Marangal, Inc. (KMI), a people's organization with the same advocacy. These municipal coordinators are also at the same time the leaders of the civil society organizations in their respective municipalities.
These municipal coordinators are basically the same people who volunteered as municipal coordinators during the campaign of Among Ed Panlilio for Governor of Pampanga in the May 14, 2007 Elections. They continue their advocacy by volunteering as the partner of the provincial government and creating the direct link of the governor to the people of Pampanga as a member of the responsible citizenry.
KASAUP was organized to constructively assert the role of civil society in good governance and responsible citizenship. It will pursue a direct link with the provincial government in the pursuit of its advocacy. Its member municipal coordinators will continue to coordinate with KMI.

PAMISAUPAN CARAVAN VISITS APALIT
Mr. Jesus Cunanan, principal of Cansinala Elementary School, said that the Pamisaupan Caravan was the first organized Provincial Government that has visited their school and Barangay. Elementary students from the said school presented a rice planting dance number to welcome the Pamisaupan Team. The people of Cansinala, together with the LGU's expressed their warmest gratitude to the Governor and the Department heads of the Capitol over their visit to their Barangay.
The Caravan brought to the community medical and dental services, livelihood opportunities, vegetable seeds distribution, legal counselling, marriage counselling, anti-rabies vaccination, free haircut, film showing, story telling and book reading, employment opportunities both local and abroad and papsmire services.

FORMER MAYOR AMBUSHED
Tirso "POGI" Lacanilao suffered multiple gunshot wounds while he is still inside his vehicle, he was rushed to the Sta. Cruz Hospital in Calumpit, Bulacan but declared dead on arrival.
According to witnesses, the gunmen were riding a single motorcycle and black bonnets. The suspects and motive of the said incident are still unknown, PNP investigation is still on going.
